Situation analysis to identify opportunities to reinforce One Health surveillance for vector-borne and zoonotic disease in Libya

This report presents the results of a One Health (OH) Situation Analysis conducted in Libya to explore opportunities for strengthening integrated surveillance of zoonotic and vector-borne diseases. The study was carried out within a joint World Health Organization–Istituto Superiore di Sanità initiative to support the integration of a OH approach into the Integrated Disease Surveillance and Response (IDSR) system. Using key informant interviews and a multisectoral workshop involving stakeholders from the human, animal, and environmental sectors, the analysis assessed existing surveillance practices, coordination mechanisms, and data-sharing processes, using Rift Valley Fever and Rabies as case studies. The findings highlight that while intersectoral collaboration exists, particularly during outbreaks, routine coordination remains limited and largely informal, with gaps in communication, joint risk assessment, and data integration, alongside existing institutional structures and national commitment that can support the operationalization of OH surveillance in Libya.
