Social responsibility of the state towards its participants and their families: comprehensive rehabilitation, adaptation and patriotic education as factors of strengthening Russian statehood

The article examines the transformation of the paradigm of social responsibility of the Russian state in the context of a special military operation. The author considers it as a multi-level system covering the medical, psychological, socio-economic, and spiritual-moral spheres of life of combatants and their families. It is proved that effective rehabilitation and integration of veterans are a strategic resource for national security. The second key aspect is a systematic analysis of the evolution, current state and prospects of military — patriotic education of young people in Russia. Based on the historical and comparative method, the systemic ERW crises of the post-Soviet period have been identified and the key milestones of its recovery have been identified. The empirical basis is the case study of the Krasnodar Territory as a model of interdepartmental synergy. The result is an author's roadmap and ERW methodology that integrates the best regional practices and offers innovative work formats, as well as a critical analysis of typical management mistakes. The developed proposals are aimed at creating a sustainable system that ensures social stability and civic solidarity.
