The Coefficient of Integrated Territorial Development as an Integral Indicator of the Development of Territories and Urban Agglomerations

This article presents the concept of the Coefficient of Integrated Territorial Development (K KRT), designed to provide a quantitative assessment of the integral efficiency of complex territorial development projects at the level of urban agglomerations and territorial entities. The proposed coefficient reflects not only economic but also social, environmental, and urban planning transformations of a territory compared to its state before project implementation. Special attention is given to the factor of public-private partnership (PPP), which considers the ratio of investment capital between the state and private investors, enabling a comprehensive evaluation of the synergistic effect of such interaction. The article also explores the potential of KRT projects to reduce corruption and administrative barriers, enhance transparency and management efficiency, and serve as a tool for integrated territorial planning and regional development. A conceptual formula for K KRT is presented, including factors of innovation, social, environmental, and urban planning effects, along with approaches for practical evaluation using multicriteria analysis methods.
