Intelligent operating systems (iOS) are characterized by their ability to make decisions autonomously, their adaptive behavior, and their minimal human intervention, enabling them to operate at scales and speeds that surpass traditional oversight mechanisms. This research presents AURORA (Autonomous Unified Regulatory Oversight and Response Architecture), a comprehensive oversight framework designed to address the structural governance gap resulting from the deployment of autonomous AI systems. Unlike fragmented approaches that focus on isolated aspects of AI safety, AURORA offers a multi-layered, integrated architecture that includes: • Sensory Layer: Continuous monitoring of external decisions and internal system states. • Analytical Layer: Immediate detection of behavioral deviations, correlation of anomalies across multiple domains, and contextual risk categorization. • Governance Layer: Dynamic trust degradation, tiered intervention thresholds, and continuous monitoring of ethical compliance. • Enforcement Layer: Contextual authorization of actions, tiered containment, and formal override mechanisms that allow for human intervention. This framework is based on 24 core innovations, each documented with technical specifications and verification methodologies, and aligned with international standards, including ISO/IEC 42001, the National Institute of Standards and Technology (NIST) AI Risk Management Framework, and IEEE 7000. The AURORA framework does not assume artificial consciousness or universal applicability. Instead, it takes a pragmatic approach: it treats AI systems as unconscious operational entities, acknowledges their existing limitations (platform-specific testing and validation of artificial data), and emphasizes human oversight as the ultimate authority. This work is the result of independent research conducted between May 2024 and March 2026 and includes 59 technical documents, architectural specifications, experimental verification results, and a comprehensive intellectual property framework.
