Useful, Not Just Usable: Design Considerations for Instructionally Meaningful K–12 Datasets

The rapid expansion of open data has created new possibilities for engaging K–12 students with authentic real-world datasets. Yet for many educators, abundant data does not translate into usable classroom resources. In this article, we describe what we call a K–12 “data supply chain crisis”: while high-quality secondary datasets from government and public agencies are available, they are rarely prepared in ways that support everyday instructional use.Drawing on partnerships with grades 5–12 STEM teachers across NSF- and NASA-funded projects, we identify three persistent barriers to classroom integration: limited jargon-heavy documentation, technical accessibility challenges, and weak alignment with standards and course goals. We argue that preparing datasets for education is not merely a technical task but a pedagogical design challenge that requires right-sizing data, providing plain-language metadata, embedding low-barrier exploration tools, and explicitly mapping datasets to disciplinary and practice standards.As a concrete illustration, we introduce thelaunchpads rather than fixed lesson plans. Data biographies foreground Instructional Data Biography, an educator-facing documentation format that curates datasets as instructional educator-oriented data provenance, scaffold inquiry, and provide flexible access through common classroom tools.We conclude with recommendations for scaling educator-centered dataset curation through shared templates, cross-sector partnerships, and API-based tools to broaden equitable access to meaningful data experiences in K–12 STEM education.
