The legislative legacy of WTO accession: a retrospective analysis of Jordan’s industrial transformation (2000–2025)

Jordan’s accession to the World Trade Organization (WTO) in 2000 marked a turning point in its economic history, necessitating a massive overhaul of its domestic legal framework. This paper provides a 25-year retrospective on how WTO-mandated legislative transformations, specifically in intellectual property (TRIPS), investment law, and customs, redefined Jordan’s industrial landscape. Using the pharmaceutical and textile sectors as primary case studies, the paper evaluates whether the “legislative shock” of accession has delivered its promised economic development. It argues that while WTO membership enhanced Jordan’s global credibility and export reach, the stringent requirements of the TRIPS Agreement created a “compliance burden” that forced a structural shift from generic manufacturing to high-value exports. The findings offer critical lessons for other developing nations navigating the balance between multilateral obligations and national industrial policy.
