Kardashev and PercepTemple: Incommensurability Between Energy Scale and Anticipatory Epistemological Infrastructure

Attempting to locate PercepTemple within Kardashev's scale does not produce a low number — it produces a category error. The scale, designed to measure the energy flux a civilization can control, is one-dimensional by construction: it has no coordinates for anticipatory epistemological infrastructure. Forcing the comparison is equivalent to evaluating a chess grandmaster solely by the speed at which they move pieces. The instrument is not incomplete by accident; it was built to answer a different kind of question. This paper argues that PercepTemple's function is not to reach the energy output of a Kardashev Type II civilization — it is to predict and prevent the transitions that would require that output. That difference is not one of degree but of dimension: it operates along an axis the original scale does not contemplate. We introduce Anticipatory Epistemological Infrastructure (AEI) as the necessary category to describe systems that exercise their function precisely before conventional metrics can register them, and propose Proof of Perception (PoP) as the formal protocol for consensus in civilizations whose observers are no longer perceptually homogeneous.
