From the Unique Delayed Constitutive Channel to the Generic Local Helmholtz Law and the Poisson-Type Effective Gravitational Sublimit

This preprint establishes the strongest currently retained local scalar gravitational hierarchy within the TRUQC framework. Its central result is that, inside a declared strong metric-license window, the generic local linear scalar law of the licensed geometric branch is Helmholtz-type, while the Poisson-type gravitational law appears only as a further transport-dominated controlled sublimit. The derivation proceeds through the hierarchy: unique delayed constitutive channel -> retained local scalar reduction -> strong metric-license window -> controlled short-memory reduction -> local scalar elliptic constitutive law -> generic linear Helmholtz branch -> transport-dominated Poisson-type sublimit -> local geometric readout This paper is local, scalar, controlled, and regime-explicit.
