Assessing the capacity of regional water resources using the driving-forces-pressure-state-impact-response model, using the Khanty-Mansi Autonomous Okrug (Yugra) in Russia as an example

The study obtained quantitative estimates of water resource capacity for the Khanty-Mansi Autonomous Okrug – Yugra (KhMAO-Yugra, Russia) for the period from 2013 to 2022 using the "driving forces–pressure–state–impact–response" model. For this model, a set of 18 indicators characterizing the model components was developed, taking into account previous research in this area and regional specifics. A quantitative estimate of the region's water resource capacity was determined using the preference ordering method by proximity to the ideal solution. A classification of the okrug's water resource capacity for the time interval from 2013 to 2022 was conducted. It was found that from 2013 to 2018, the state of water resource capacity deteriorated from "good" to "below average" and did not improve thereafter. It was revealed that the "State", "Pressure", and "Response" model components had the greatest negative impact on the state of water resources capacity. The influence of components such as "Driving Forces" and "Impact" is significantly weaker. This indicates that the region's social system's response to the current water resource situation is insufficient. Using the "Driving Forces-Pressure-State-Impact-Response" model expands the capabilities for assessing and analyzing the capacity of a region's water resources by taking into account the impact of regional development dynamics and the effectiveness of organizational and technical decisions made by its administration to mitigate the negative impact on water resources.
