The article substantiates the position that the initiation of a criminal case does not limit the scope of proceedings in personam (in relation to persons), establishing such limits exclusively in relation in rem (in relation to events), which ensures the possibility of bringing other persons in such a criminal case as defendants, in relation to whom the case was not initiated.
