The fast growth of the cloud service ecosystem has heightened the complexity of the procurement process, which requires smart and artificialized processes to oversee sourcing, vendor evaluation, price bargaining, contract adherence, and lifecycle governance. Conventional procurement methods are quite dependent on manual decision-making and various tools with reduced effect to more delays in operation, inconsistent cost model, and reduced transparency in a multi-cloud setting. The paper suggests the End-to-End Cloud Procurement Lifecycle Automation Framework which will combine the artificial intelligence, policy-oriented orchestration, and safe data management to simplify the procurement process starting with requirement identification and concluding with contract renewal and contract termination. The suggested design takes advantage of automated bid assessment, dynamic cost benchmarking, compliance-based vendor selection, blockchain-based smart contract execution and budget optimization predictive analytics. The system guarantees the compatibility with cloud marketplace, multi-criteria decision making to validate service-level agreement (SLA), and resilience of the supply chain based on the risk-aware vendor intelligence. Experimental tests prove to have great advancements in terms of procurement performance, lessening of aggregate cost of ownership (TCO), and improved compliance traceability. The findings provide an insight into how automated lifecycle governance can be used to expedite the enterprise cloud adoption process and facilitate strategic, data-driven procurement activities.
