ME-ICA/tedana: 26.0.2

A patch release in the 26.0 series. This release primarily addresses dependency version issues. Nilearn versions 0.13.0 and 0.13.1 have a bug affecting the masking.unmask function, which tedana relies on heavily. We have pinned an earlier version in tedana's requirements to circumvent that bug. We have also dropped support for Python version 3.9 since it is no longer supported and has caused issues with some dependencies.
