Design of a driver reaction-based compliance model for speed limit adherence on motorways

Understanding and modelling compliance with speed limits is crucial for modern traffic management. It enables the estimation of the effects of speed limits on key traffic parameters, such as speed, volume, and density, in simulations and for the development of optimised traffic control strategies. Conventional approaches to modelling speed compliance behaviour typically rely on calibrating traffic model parameters using empirical data. This process is resource-intensive and often results in project-specific solutions. In this study, we propose a novel compliance model that offers a generalised mathematical representation. The model is designed to be both independent of and compatible with existing traffic models. We conduct a statistical analysis of individual vehicle data to identify patterns and correlations related the impact of speed limits and driver compliance behaviour. Additionally, we review existing compliance modelling approaches before introducing our new model. This research contributes to the development of more effective and adaptive traffic management strategies by providing a transferable approach to modelling speed limit compliance.
