The Sláintecare Implementation Study: A Structured Multi-Layer Dataset of Irish Health Reform Documentation, Lobbying Activity, and Parliamentary Discourse, 2017–2026

The Sláintecare Implementation Study is the most comprehensive structured dataset of Irish health reform documentation assembled to date. It covers the complete period of Sláintecare implementation from the publication of the all-party Oireachtas Committee report in May 2017 through to a corpus freeze date of 28 February 2026. The dataset is structured across three analytical layers. The primary corpus comprises 1,352 policy documents processed through a custom AI-assisted extraction pipeline, producing a Master Action Dataset of 66,379 structured action rows and a Commentary_Dissent layer of 20,060 entries capturing named opinion leaders, institutional critique, and key quotes. The lobbying corpus comprises 9,712 health-relevant lobbying returns from the statutory Irish lobbying register (lobbying.ie), structured in a separate master dataset with 9,692 associated PDFs archived. The parliamentary corpus comprises 1,281 Oireachtas debate PDFs and 5,055 structured contributions from Dáil and Seanad debates, Written Answers, and committee hearings, with 4,850 entries imported into the Commentary_Dissent layer. The Master Action Dataset records every policy commitment extracted from every document, coded across 53 fields including policy domain, lifecycle status (Active, Completed, Dormant, Abandoned), SMART criteria coding, accountability entity and tier, Gantt construction date fields, dissent flags, and contradiction types. A canonical anchor set of 147 actions and sub-actions from the 2018 Sláintecare Implementation Strategy provides the reference framework for cross-document longitudinal analysis. This dataset enables, for the first time, systematic empirical analysis of what was committed to under Sláintecare, by whom, with what accountability framework, subject to what lobbying pressure, scrutinised by whom in parliament, and with what documented outcomes across a nine-year national health reform programme. It is designed to support governance and accountability research, health policy analysis, longitudinal implementation studies, and commissioned policy research.
