The new wave of high-quality agricultural development in China requires increased government regulation to ensure food security, product quality safety, environmental protection, and market stability. However, the existing regulatory system does not meet modern challenges: a multiplicity of goals, a complex external and internal environment, as well as the requirements of modern management mechanisms. The analysis shows that the key problems are related to the coordination of institutional mechanisms. Thus, challenges such as the blurring of powers between central and local authorities, a mismatch of responsibilities and capabilities, a conflict of political goals and insufficient executive capacity, including a weak base on the ground, problems with the implementation of standards and a lack of information exchange, were highlighted. In addition, the limitations are the level of technological development and the structure of the agricultural sector. To address these challenges, reforms are needed to increase coordination between departments, strengthen the capacity of local authorities, introduce digital and intelligent control tools, improve the legal framework and incentives, and actively involve the market and society in the regulatory system. Important steps will include the integration of administrative resources, improving the mechanisms of interaction between the center and the regions, the development of agricultural big data, traceability and credit systems, expanding the use of economic tools and stimulating public participation. These measures will contribute to building an effective management system that meets China’s national conditions and contributes to the modernization of the agricultural sector.
